While Skype-to Skype calls have always been free, the promo allows users to make Skype-to-landline and Skype-to-wireless calls can only call both mobile and landlines in Canada, Guam, Hong Kong, China, Puerto Rico, Singapore, Thailand and US without any charge whatsoever.
The promoworks in Canada as I have signed up and it works. The only thing is that you need to have an existing Skype account and you need to provide payment information (either credit card or PayPal) even if Skype doesn't charge you. The offer is good until today and is limited to certain countries.
