iOS 8.1 coming today with features and fixes

In time to enable Apple Pay functionality in the US, iOS 8.1 is expected to roll out later on today. The update is mostly designed to help with Apple Pay features and should also make it possible to experience some of the messaging and calling features tied into Continuity features such as call and SMS relay and the return of the Camera Roll as well as iCloud Drive functionality. As with most iOS OTA (Over the Air Updates), we expect Apple's servers to get slammed for the first day or so making downloads take longer.

iOS 8.1 appeared under Software Update for me at around 2:00 PM Eastern. While the update file seemed somewhat small at 172 MB, it took roughly 10 minutes to download.
